I came across this a few days ago. In the US, Zach Blum ran a world record time of 18:30 for a 9 year old for 5 kms. The record was set last November and he finished 12th overall out of nearly 400 finishers.
The fourth grader from Tustin, California, started training properly about a year ago when he joined the Equalizers Track Club. He now plans to break the 5000m time on the track for a 9 year old which is 18:41.3
Here is the current list of record times for boys and girls up to 12 years old.
