Dublin Marathon offers refunds instead of transfers

Someone sent this snippet on to me.

The original plan was to offer transfers early in 2019. It looks as if there will be a refund system instead.

I presume it's probably because it's a lot less hassle.

Note that there are plans to open entries again to sell the limited number of entries that are returned.
