Work has now commenced on this and the section of walkway shown above will be closed from the 18th of April to the 22nd of May 2017.
Anyone running this section will have to take a detour on the footpath by Mahon Point and the CSO office. I'd guess it might add on about an extra 800m.

Was down the railway line this morning and it's still open. It must be next week this section will be closed
